For individuals who established an NAIC OPTins login ID prior to August 1, 2025, to remit an insurer's tax filings and payments or annual fees, your OPTins login ID was changed August 1, 2025, to use Okta, a secure Single Sign-On platform with Multi-Factor Authentication. Your previous OPTins login credentials no longer work. If you haven't logged into OPTins for over 90 days, your password may also be expired. To prevent delays with future filings and payments, please log in using your Okta ID before December ends and follow the instructions at https://content.naic.org/sites/default/files/help-mfa-forgot-password.pdf to reset your ID.

Annual/Quarterly Compulsory and Security Surplus Calculation
OCI has updated the mechanism used by companies to make their Compulsory Surplus or Minimum Policyholder Position (MPP) filings. The new mechanism requires utilization of the Financial Filing Portal. For those that currently do not have access to the Financial Filing Portal, please follow the instructions at
oci.wi.gov/Pages/Companies/MakeFinancialFilings.aspx to obtain access.
Companies already registered do not have to register again. However, companies may want to register additional individuals to make these filings.
Template is provided as a convenience and cannot be used to make the filing. Filing the Compulsory and Security Surplus requires utilization of the Financial Filing Portal. The template and the electronic fillable form accessible via the Financial Filing Portal have been updated to reflect changes to Ins 51, effective 7/1/2023. The changes include: 1) creation of a Factor for Variable Life and Variable Annuity business, and 2) adjusting the Factor for Medical Malpractice business.
