Subject: Change in Submission and Payment for Surplus Lines Taxes to OPTins


​The Office of the Commissioner of Insurance (OCI) has implemented Online Premium Tax for Insurance (OPTins) for producers/agents filing and paying Wisconsin surplus lines taxes. OPTins is a product of the National Association of Insurance Commissioners (NAIC) and has been developed to facilitate the submission of forms and payments.

What does this mean for you?

OPTins will make filing faster and easier. It allows you to ensure that both the forms and payments are received together and on time. If no tax is due, $0.00 filings are still required. A transaction fee is assessed at the time of filing with a $1.00 minimum to a $10.00 maximum.

What are the next steps?

  • Visit www.optins.org
  • Click on "Getting Started"
  • Download and complete the implementation forms labeled either:
    • "Implementation Forms - Surplus (ACH Debit)" or
    • "Implementation Forms - Surplus (ACH Credit)"
  • Submit completed forms to optinsmktg@naic.org (a product specialist will work with you for implementation)
  • After registered and set up:
    • you may log in
    • upload your filing forms
    • submit your payment online

NOTE: Please set up your account early. It takes 7 to 10 business days to complete account set up.

On January 1, 2017, OPTins will have the Wisconsin Surplus Lines Tax Report form available to download. As in years past, surplus lines taxes are paid annually and are due on March 1. Remember you must complete and submit the implementation paperwork to optinsmktg@naic.org in order to initiate your account.
