BEGINNING ON JULY 1, 2002, THE OFFICE OF THE COMMISSIONER OF INSURANCE WILL ONLY ACCEPT INSURANCE AGENT APPOINTMENTS AND TERMINATIONS ELECTRONICALLY.
The Office of the Commissioner of Insurance (OCI) receives in excess of 300,000 insurance intermediary appointments and terminations each year. A vast majority of these appointments are done using OCI forms 11-001 and 11-011. The process has the insurer completing the form and submitting it to OCI for data entry. The insurance agent is appointed or terminated with the insurer on the date the insurer mails in the form. The current process results in substantial duplication of work by both the insurer and OCI.
OCI already accepts electronic appointments of insurance agents through the National Insurance Producer Registry (NIPR) and its authorized business partners. In order to more fully leverage electronic appointments and terminations of insurance agents, effective July 1, 2002, OCI will only accept agent appointments and terminations electronically. After July 1, any appointments or terminations received by OCI in paper form will be returned.
Exception OCI is making an exception to this requirement for those companies that annually appoint and terminate, in the aggregate, 25 or fewer agents. Additionally, companies that do not meet the foregoing exception and are unable to meet the July 1, implementation date should contact Laurna Landphier at OCI to request an extension.
NIPR and a list of its business partners can be accessed through the World Wide Web at http://www.nipr.com. Currently, authorized business partners of NIPR through which agents can be appointed or terminated are the following:
