Social and Financial Impact Studies

The Office of the Commissioner of Insurance is required by law (s. 601.423, Wis. Stat.) to prepare a report on the social and financial impact of any health insurance mandate contained in any proposed legislation affecting an insurance policy, plan, or contract. The report prepared by the Commissioner shall assess, to the extent possible, the following social and financial impact factors relevant to the particular health insurance mandate:

  1. The portion of the state's residents who use the treatment or service covered by the proposed mandate and the extent to which it is used.
  2. The availability of insurance coverage for the treatment or service.
  3. The number of persons who would be eligible for coverage under the health insurance mandate and the availability of insurance coverage without the mandate.
  4. Whether the mandate may increase or decrease the cost of treatment or the service covered by the mandate.
  5. Whether the mandate would increase the use of the treatment or service covered by the mandate and whether any increased use would substitute for a more expensive treatment or service.
  6. The impact of the mandate on total costs of health care in the state.
  7. Whether the mandate would increase administrative costs to insurance companies and the premium costs to policyholders.

SB 288/AB 617—Prohibits a health care plan from denying coverage for a health care service, item, or drug administered in a cancer clinical trial if the service, item, or drug would have been covered had it not been administered in a clinical trial and if the clinical trial meets certain requirements.
