Commissioner Afable Statement on Governor Evers' Budget Announcement

Madison, WI—Tonight, Governor Tony Evers announced his biennial budget to help Wisconsinites recover and move forward into the 21st century. Part of his proposal includes important initiatives to improve healthcare access for all.

Wisconsin Insurance Commissioner Mark Afable released the following statement in support:

"Governor Evers' remarks tonight showed his commitment to making healthcare accessible for all," said Commissioner Afable. "By taking steps to create a state-based exchange, Governor Evers is making sure that Wisconsin families can continue to rely on a strong insurance marketplace with even greater transparency and efficiency."

Gov. Evers 2021-2023 Biennial Budget Includes:

  • Establishing a state-based health insurance marketplace by plan year 2024 to improve health insurance marketing and outreach efforts, increase state revenue and gain more state autonomy over aspects of the health insurance marketplace

  • Funding the development of a state administered public option health plan to be offered no later than 2025, or 2022 if the federal Affordable Care Act is no longer enforceable

  • Developing a premium assistance program to be offered by plan year 2024 for those between 138 and 250 percent of the federal poverty level who are also enrolled in silver tier plans on the marketplace to incentivize getting individuals access to federal cost-sharing reductions, enrolled in affordable healthcare, and to reduce barriers to access.

  • Fully funding the Wisconsin Healthcare Stability Plan to continue reducing premiums​
