Commissioner Nickel Places Partnership Health Plan, Inc., Into Rehabilitation
Madison, WI—The Commissioner of Insurance, Ted Nickel, filed a petition for the Rehabilitation of Partnership Health Plan, Inc. Partnership Health Plan, Inc.'s parent corporation has voluntarily agreed to place the entity into receivership. The Petition for Rehabilitation and accompanying Order appointing a Special Deputy Commissioner for the Rehabilitation were authorized by Circuit Court Judge William D. Johnston on January 18, 2013. Mr. Richard A. Hinkel was appointed as the Special Deputy Commissioner for the Rehabilitation.
Partnership Health Plan, Inc., formally located in Eau Claire, Wisconsin, exclusively operated in Wisconsin providing managed health and long-term care support to participants in the Family Care Partnership Program through a contract with the Wisconsin Department of Health Services. The program provided comprehensive services for older adults and people with physical disabilities. The company was notified in August 2012 that the Wisconsin Department of Health Services would not be renewing its contract for the 2013 contract year. The approximately 1,500 members have been transitioned into other programs prior to January 1, 2013, ensuring continuity of care support and services.
As of September 30, 2012, Partnership Health Plan, Inc., reported assets of $27.1 million, liabilities of $19.7 million, and surplus of $7.4 million. Barring unforeseen circumstances, it is anticipated that properly filed and permitted claims will be paid in accordance with contracted or authorized rates. Providers are asked not to submit duplicate claims as it is anticipated that normal processing of previously received claims will be resumed shortly.
The rehabilitation will only process and pay claims for services provided to Partnership Health Plan, Inc., members. Claims for Family Care members served by Partnership Health Plan, Inc.'s affiliates, Community Health Partnership and CHP-LTS, are being processed through a separate receivership overseen by court-appointed Receiver Michael S. Polsky.
