​Commissioner Nickel Congratulates Roger Frings as Newly Elected Chair of the State Council on Alcohol and Other Drug Abuse

Madison, WI—Insurance Commissioner Ted Nickel congratulates newly elected chair of the State Council on Alcohol and Other Drug Abuse (SCAODA), Roger Frings of the Office of the Commissioner of Insurance (OCI). Roger was elected chair by the members of SCAODA on September 7, 2018.

"We are proud of Roger assuming this important role as chair of SCAODA," said Commissioner Nickel. "Roger brings a wealth of insight and critical knowledge to the Council. I am confident in his ability to provide valuable leadership in confronting alcohol and other drug abuse issues in Wisconsin."

Roger joined OCI in September 2009. His primary responsibilities include stakeholder outreach and management of the OCI Advisory Councils dealing with Health, Life, and Property and Casualty Insurance. He was named to represent the Office of the Commissioner of Insurance on the State Council on Alcohol and Other Drug Abuse in 2010, and in 2011 was asked to serve as co-chair of the Intervention and Treatment Committee of SCAODA.

Prior to joining OCI, Roger worked for 26 years in the Wisconsin Legislature as an Executive Assistant in both the Wisconsin State Senate and State Assembly. 

Roger has real life experience with alcohol and drug abuse. Personally, he is proud of his 21-plus years of sobriety. Throughout this time, he has become deeply involved in the AODA Community. He serves as a Fitchburg Serenity Club board member, a non-profit corporation for recovering alcoholics, addicts, their families and friends, who follow a 12-step program of recovery. He also received his Recovery Coach certification earlier this year through mentoring work he participates in at Connections Counseling.

SCAODA is a statutory council providing leadership in Wisconsin on substance use disorders. The Council recommends, coordinates, and reviews the efforts of state agencies to control and prevent alcohol and drug abuse. It evaluates program effectiveness, recommends improved programming, issues reports to educate people about the dangers of drug abuse, and allocates responsibility for various alcohol and drug abuse programs among state agencies.

The 22-member Council includes state officials, legislative representatives, six citizen members, one citizen member representing providers, and 11 ex officio members. For more information on SCAODA, visit scaoda.wisconsin.gov/index.htm.
