Rate Service Organization

A rate service organization (RSO) means any person, other than an employee of an insurer, who assists insurers in rate making or f​iling by collecting, compiling, and furnishing loss or expense statistics, by recommending, making, or filing rates or supplementary rate information or by advising about rate questions, except as an attorney giving legal advice, as per s. 62​5.​02 (2), Wis. Stat. ​​ A rate service organization must be licensed to provide services relating to rates.

An RSO must name one or more licensed​ individual(s) of Wisconsin upon whom notices, process affecting it, orders of the Commissioner may be serviced to.

Attention: Our office recently moved its internal processes for Rate Service Organization licensing and annual updates to the agent licensing section. With the move to a new section, registration will now be offered both electronically and paper. 


Applying for Rate Service Organization License

Initial License Application​

  1. Apply online at nipr.com or via paper. A minimal NIPR processing fee will be included. The paper application must be emailed to ociagentlicensing@wisconsin.gov.​

  2. A reciprocal RSO license in the resident state is required to apply electronically in Wisconsin. If the entity does not hold a resident license, the paper application is required.​ (nonresident applicants)​

  3. Pay the initial license fee of $400 electronically via nipr.com or via check. Mailed checks can be sent to Agent Licensing, PO Box 7872, Madison WI, 53707.

  4. Complete and submit application​ form OCI 26-041 along with the below required documentation per s. 625.32 (1), Wis. Stat. ​ ​ via email to ociagentlicensing@wiscons​in.gov.  

    1. A copy of the entity's constitution, charter, articles of organization, agreement, association, or incorporation.

    2. A copy of entity bylaws.

    3. A copy of the plan of operation.

    4. Copies of any other rules or regulations governing the conduct of business.

    5. A list of members and subscribers.

    6. The name and address of at least one resident of Wisconsin on whom notices and process affecting order of the commissioner may be served.

    7. A statement showing the entity's technical qualifications to act as a rate service organization Such statement shall include, but is not limited to: 

      • The names of those states in which the applicant is currently licensed as a rate service organization.

      • The length of the time the applicant has operated in other jurisdictions as a rate service organization.

      • The action, if any, other states have taken against the applicant's license in those jurisdictions.

      • The type of rate services applicant has provided in other states.

      • A description of the kinds of insurance, or subdivisions or classes of risks or parts or combinations thereof, the applicant is will transact as a rate service organization in Wisconsin.

The license remains effective until the licensee withdraws from the state or until the license is suspended or revoked per s. 625.32 (4), Wis. Stat.​ ​


Renewal of License/Annual Update

Annual updates must be sent to the Office of the Commissioner of Insurance by the last day of the entity's anniversary month, corresponding to the month the license was originally issued (For example, original issue date was 1/12/24 so the expiration date is 1/31/25).  If no updates have occurred since the original issuance date or last anniversary date, a notification with “no updates" is still required to ensure compliance with s. 625.32 (2)  and (5) , Wis. Stat. A renewal notification will be sent out 90 ​days prior to the anniversary date and sent to the business email address on record.

Failure to submit an annual update by the deadline will result in the revocation of the entity's license and authority to operate in Wisconsin.

Renewal Steps:​

  1. Select renew a license online at nipr.com or via paper. A minimal NIPR processing fee will be included. The paper renewal application OCI 26-043 must be emailed to ociagentlicensing@wisconsin.gov.

  2. Pay the initial license fee of $100 electronically via nipr.com or via check. Mailed checks can be sent to Agent Licensing, PO Box 7872, Madison WI, 53707.

Please note: Failure to update by the deadline will result in the revocation of license and will require the rate service organization to apply for a new license and pay the $400 fee again.

Supporting documentation can be sent via email to ociagentliensing@wisconsin.gov or via the NIPR Attachment Warehouse .

Revocation of the license will be considered a reportable administrative action.


Reporting Requirements

Section 625.32 (2), Wis. Stat. ​​, requires every organization which has applied for a license under s. 625.32 (1), Wis. Stat. , to promptly notify the Commissioner of every material change in the facts or in the documents on which its application was based. Our office recommends notification of changes be submitted within 30 days of change.

Any amendment to the constitution or bylaws document(s) must be filed at least 30 days before it becomes effective per s. 625.32 (5), Wis. Stat.  Failure to comply will be grounds for revocation of license.​​
