Kohlmann Appointed Injured Patients and Families Compensation Fund Manager
Madison, WIWisconsin Insurance Commissioner Ted Nickel has appointed Jeff Kohlmann as the Insurance Program Manager of the Injured Patients and Families Compensation Fund (Fund).
"We are fortunate to have Jeff assume this new role with the Fund," said Nickel. "He has experience in all facets of the Fund from financial operations, program administration and reporting to providing support to the Fund Board of Governors and to the Wisconsin Health Care Liability Insurance Plan (WHCLIP)."
Kohlmann has been with the Office of the Commissioner of Insurance (OCI) since 1983. He worked as an insurance financial examiner in the Division of Regulation and Enforcement for eight years before assuming a position with the Fund. Kohlmann has a Bachelor of Business Administration degree in Accounting from the University of Wisconsin-Oshkosh.
The Injured Patients and Families Compensation Fund's mission is to provide excess medical malpractice coverage to Wisconsin health care providers and to ensure that funds are available to compensate injured patients. The Fund was created by the Wisconsin State Legislature in 1975. Health care providers obtain primary medical malpractice insurance from private insurance companies in an amount required by statute.
The Fund is governed by a 13-member Board of Governors (Board) and is administered by OCI. Fund staff consists of an Insurance Program Manager and six full-time employees. The staff ensures compliance with primary insurance requirements, billing and collection of assessments, and claims. The Fund contracts with outside vendors for the following services: claims administration, actuarial services, and risk management. Investments are managed by the State of Wisconsin Investment Board based on guidelines approved by the Board.
The Wisconsin Health Care Liability Insurance Plan was created by the Wisconsin State Legislature in 1975 as an insurer of last resort to provide the primary level of medical malpractice insurance to Wisconsin health care providers. WHCLIP is managed by an outside manager with oversight by OCI.
